- Egypt
has invited the United Nations to depute a mission to
assess the mine problem in Egypt .
- The mission took place from 12-22 / 2 / 2000 , and was
led by Mrs Mary fowler and included members from UN ,
UNDP , UNICEF , UNMAS , WHO .
- The mission issued its report about the mine problem in
Egypt .
The report included
- Exposure to the scope of mine
problem in Egypt , its origins and consequences on the
socio economic development
- Role of the government of Egypt and its armed forces in
facing the problem, mainly :
- Existence of well trained capability with high
professional level in the field of mine clearance ,
available at the Corps of Engineers .
- The Egyption Armed Forces have conducted successful
mine clearance operations all over the country since
Second World War .
- The Decree of the prime minister of Egypt No. 750 /2000
regarding the establishment of civilian national
structure to handle the mine problem .
- Egypt doesn’t export mines since 1984, and production
has ceased since 1988 .
- The UN assessment mission verified that mine clearance
procedures fully meets international standards for
humanitarian demining, and in some cases exceed the
international standards.
The only exception is land marking in the cleared areas .
It was noticed that the ambitious standards the Egyption
military engineers follow sometimes exceed international
standards, despite the fact that they work in unique
environment of mine / UXO danger in vast areas in Egypt .
- The international community should take into account
the support offered will enhance the present capability,
the support should include modern mechanical and
technological means, and mine detecting dogs . That will
increase efficency and effectiveness in mine clearance
and quality assurance .
The report included many
positive recommendations, mainly :
- The Government of Egypt and the UN
system should adopt a strategy to raise the awareness of
international community and media as to the scope of mine
problem in Egypt . It is also important to publicize the
efforts Egypt has spent to overcome the problem using its
own resources, and the significant results achieved so
far .
- Utilizing the proven capabilities of the corps of
Engineers in mine clearance operations .
- The Government of Egypt should be acknowledged as
having taken significant steps in overcoming the land
mine problem within the country, and be encouraged to
continue these efforts .
- Establishing an international fund in cooperation with
the U.N. system ; its resources should be directed to
mine / UXO clearance operations in Egypt and developing
the regions affected by the
problem .
